Housing

The City of Ridgecrest is required to have a Housing Plan pursuant to the California Government Code. Our Housing Plan identifies specific actions the City will take to implement the goals and policies of the Housing Element. Our Housing Plan must accomplish the following:

  • Provide adequate sites to achieve a variety and diversity of housing types.
  • Facilitate the development of affordable housing stock.
  • Promote equal housing opportunity.
  • Remove constraints to affordable housing development.
  • Address, and if necessary, improve the existing affordable housing.

Below are the housing programs that assist with the aforementioned goals and policies.

Housing Authority of Kern County maintains a list of Affordable Rental Properties called the "Kern County Affordable Housing." This is not a listing of vacancies but rather a list of rental housing units that are deed restricted to provide affordable units.

Homeless

The Housing Authority of the County of Kern is committed to providing quality housing with supportive services to homeless individuals and emancipated foster youth who are at immediate risk of becoming homeless, partnering with local community organizations to provide housing, rental assistance, and supportive services to qualifying individuals. The agency operates a number of residential sites as well as rental assistance programs specially-designed to serve the needs of local residents who are homeless, mentally ill, or disabled. Housing Programs

HOME Program is administered through Kern County. 

For this source of funds, the list of potentially eligible activities related to housing development and rehabilitation is long and includes:

  • Rehabilitation of owner and rental units
  • Acquisition of real property for housing
  • Construction of new units for sale or rent
  • Acquisition of land for new construction
  • Reconstruction of residential units
  • Development costs/fees
  • Transitional housing, single room occupancy housing and group homes
  • Demolition of substandard structures where new units will be built

Eligible properties include those that are or will be owner-occupied, rental units, transition housing for people who are homeless, and units that meet needs of those who are classified as special users, people with a developmental disability, mental illness or other condition which restricts their ability to function independently.
